Tom is responsible for the complaints process in relation to alcohol marketing issues. He is also responsible for providing the Code Secretariat function to support the Independent Complaints Panel and has oversight of the Advisory Service and Complaints function.

Tom has spent the last almost four years at the Advertising Standards Authority, most recently in the complaints department where he handled complaints from members of the public and competitors about broadcast and non-broadcast advertising.
He holds a BA in History from the University of Southampton and a MA in History from Queen Mary University of London.
