Welcome
The Portman Group is the social responsibility body for alcohol producers.
 
We operate a strict Code of Practice to ensure alcohol is marketed responsibly and not in a way that might appeal to children.   This Code applies to all pre-packaged alcohol sold or marketed in the UK.  Since the Portman Group was set up in 1989, we have banned over 80 irresponsible products and constantly update our Code to ensure it reflects the rapid changes. 
 
We also offer a Code Advisory Service which last year alone answered 500 separate advice requests about responsible marketing.

The Portman Group is advertising for two members to join the Independent Complaints Panel, an independent body that considers complaints about alcohol marketing under the Portman Group’s Code.

Information for candidates
 
The Portman Group
 
The Portman Group is the dedicated social responsibility organisation for UK drinks producers[1].  Our role is:
 
·    To encourage and challenge the industry to promote its products responsibly, mainly through the operation of the Code of Practice on the Naming, Packaging and Promotion of Alcoholic Drinks[2];
 
·    To demonstrate leadership on best practice on alcohol social responsibility through the actions of member companies;
 
·    To speak on behalf of members on these issues to inform public opinion and policy.
 
The Portman Group’s Code
 
The Portman Group’s Code of Practice on the Naming, Packaging and Promotion of Alcoholic Drinks has been in operation since 1996.  It applies to pre-packaged alcoholic drinks and the promotional activities of drinks producers.  The Code covers a drink’s name and packaging, press releases, websites, sponsorship, sampling, branded merchandise, advertorials and all other promotional material.  It does not apply to alcohol advertising which is regulated by the Advertising Standards Authority. 
 
The Code prohibits the marketing of alcoholic drinks to under-18s; the alcohol content of a drink must be made absolutely clear; its alcoholic strength should not be dominant; it must not encourage rapid or down-in-one drinking; there must be no association with illegal drugs, bravado, aggression or anti-social behaviour; and any suggestion that the drink will lead to sexual success or increased popularity is also banned. 
 
The Independent Complaints Panel
 
All complaints made under our Code are heard by an Independent Complaints Panel, currently chaired by Sir Richard Tilt, former Director General of the Prison Service.  The Panel’s role is to weigh up the arguments put forward by the complainant and the drinks producer; to evaluate these against the rules of the Code; and to decide whether the Code has been breached.  The Panel’s decisions are published on the Portman Group’s website and in an annual Code report.
 
Positions vacant
 
There are two current vacancies on the Panel.  For one of these vacancies, we particularly welcome applications from those with a health or alcohol services background.
 
Restrictions on eligibility
 
Please note that anyone who is or has been directly employed by an alcoholic drinks producer is ineligible to apply for these vacancies.
 
Commitment required
 
The Independent Complaints Panel meets a maximum of eight times per year.  The meetings take place at the Portman Group’s offices in central London.  The 2012 meetings are likely to fall on a Thursday and usually start at 12pm.  The meetings normally last for no more than one hour.  A sandwich lunch is provided.
 
Duration of term
 
The successful candidates will be appointed to serve from 1 January 2012 and 1 July 2012 respectively.  Members of the Panel serve a maximum of two terms of three years. 
 
Training
 
There is initial induction training for new Panel members.
 
Remuneration
 
Panel members are paid an honorarium of £3k per annum plus the reimbursement of reasonable expenses.
 
Diversity
 
It is important that the Panel is widely representative.  We welcome candidates of any gender, race, religion and people with disabilities and those who live or work in England, Scotland, Wales or Northern Ireland.  Indeed, we welcome well qualified candidates of any age who are able to devote the necessary time to the work.
 
Power of appointment
 
Appointments to the Panel are made by the Chairman following an open recruitment process.  In choosing Panel members, the Chairman aims to achieve a complement of skills and background.  There is no stereotype.  All members of the Panel are different and bring differing experience, knowledge and abilities.
 
The Chairman’s decision on appointments is final and no correspondence will be entered into once the decision is made.
 
Requirements
 
Analytical skills and judgement
 
Candidates should be able to demonstrate experience in analysing arguments and exercising sound judgement.
 
Communication and listening skills
 
Candidates should be able to put a case persuasively in a small meeting, while taking on board the perspective of others.
 
Awareness of alcohol issues
 
Candidates should be able to demonstrate reasonable awareness and understanding of current issues of concern about alcohol.
 
Balanced viewpoint
 
Candidates should have a balanced view of alcohol’s role in society and (while recognising that for one of these vacancies we are particularly welcoming applications from those with a health or alcohol services background) should not have any strong leaning or vested interest that might prejudice their decision-making.
 
Independent thinking
 
Candidates should be genuinely independent and objective in their thought and approach.

Code of Practice


Code of Practice
The Portman Group´s Code of Practice on the Naming, Packaging and Promotion of Alcoholic Drinks was introduced in 1996.  The Code, which is supported throughout the industry, seeks to ensure that drinks are marketed in a socially responsible way and to an adult audience only.
 
The Code applies to all pre-packaged alcoholic drinks and covers the drink´s naming, packaging, point-of-sale advertising, brand websites, sponsorship, branded merchandise, advertorials, press releases and sampling.  
 
The Code has an open and accessible complaints system.  Complaints under the Code are ruled on by an Independent Complaints Panel.

If a product is found in breach of the Code, a Retailer Alert Bulletin is issued, asking retailers not to stock the offending product unless and until it has been amended to comply with the Code.
 
We offer a fast, free and confidential Advisory Service to companies to help them comply with the Code.
 
At the end of 2006 the Code was subject to a public consultation. You can read the consultations responses here.   

Television, radio and non-broadcast advertisements are regulated by the Advertising Standards Authority (ASA).  The Portman Group´s Code is consistent with the ASA´s rules.

Code Consultation
As part of the Government’s Public Health Responsibility Deal, the Portman Group has undertaken to review the alcohol industry’s Code of Practice on the responsible marketing of alcohol.
 
The Code of Practice on the Naming, Packaging and Promotion of Alcoholic Drinks was first launched in 1996 and has undergone three reviews in that time.  Since the last review in 2006, the marketing environment has undergone significant change including the rapid growth in social networking and use of digital media.  It is now the right time to conduct another comprehensive review to make sure there are no regulatory gaps and that the rules which govern alcohol marketing will be robust and fit for purpose going forward.

Complaints are ruled on by an Independent Complaints Panel. 

All decisions made by The Independent Complaints Panel are published on this website, in press releases and an Annual Code Report that we produce at the end of each year.

Marketing Advice


Marketing Advice
Our Advisory Service provides fast, free and confidential advice on responsible marketing to drinks producers and their agencies.  We give our expert opinion on whether marketing ideas meet the high standards set out in the Code of Practice on the Naming, Packaging and Promotion of Alcoholic Drinks. 

We have compiled several Help Notes on complex issues to guide producers.   These Help Notes assist companies in complying with the Code.
 
The Code lays down a minimum marketing standard with which all companies in the industry are expected to comply.  Many companies, however, including all the Portman Group's member companies, choose to go further than the Code's requirements to demonstrate their commitment to social responsibility.  Our Best Practice Guidelines provide comprehensive and authoritative advice to drinks producers on how they can be as responsible as possible and use brands pro-actively to inform and educate consumers about responsible drinking.

Alcohol Labelling


Alcohol Labelling
As part of a Public Health Responsibility Deal agreed with the Government in March 2011, UK alcohol companies have pledged to implement a health labelling scheme to better inform consumers about responsible drinking.

The scheme, which has been developed in conjunction with the UK Department of Health, involves the display of particular health-related advisory information on drinks containers.  Under the Responsibility Deal, the industry has pledged to implement the scheme on 80 per cent of alcoholic drinks’ containers measured, by volume, in the UK off-trade by December 2013.

Proof of Age Scheme


Proof of Age Scheme
Sorry, we no longer issue Proof of Age cards.

Our Proof of Age card scheme helps licensees uphold the law and safeguard their licence.  Since it was established in 1990, our photo ID card has allowed thousands of people to buy alcohol hassle-free. 
 
There are now several nationally recognised Proof of Age Cards.  The emergence of these cards caused a drop in demand for the Portman Group’s Card.  As a result, we stopped issuing new cards from 1 October 2007.
 
Existing card holders should not be affected.  Our card should still be recognised as a valid form of ID by retailers.
 
Any forms received after 1 October will be returned to applicants along with their application fees.
